first, fully understand the significance of implementing the ambient air quality standard
implementing the ambient air quality standard is an objective demand for strengthening atmospheric environmental governance in the new era. With the rapid development of China's economy and society, the energy consumption dominated by coal has risen sharply, the number of motor vehicles has increased sharply, the emissions of nitrogen oxides (NOx) and volatile organic compounds (VOCs) in economically developed areas have increased significantly, and the pollution of ozone (O3) and fine particulate matter (PM2.5) has intensified. When the pollution of inhalable particulate matter (PM10) and total suspended particulate matter (TSP) has not been fully solved, Beijing Tianjin Hebei, the Yangtze River Delta In the Pearl River Delta and other regions, PM2.5 and O3 pollution is aggravated, haze occurs frequently, and visibility is reduced. There is an urgent need to implement the new ambient air quality standard, increase pollutant monitoring projects, and tighten the limits of some pollutants, so as to objectively reflect China's ambient air quality and promote the prevention and control of air pollution
implementing the ambient air quality standard is an important part of improving the environmental quality evaluation system. It is an important task to explore a new path of environmental protection to improve the environmental quality evaluation system, establish scientific and reasonable environmental evaluation indicators, make the evaluation results consistent with the people's personal feelings, and gradually integrate with international standards. The implementation of the ambient air quality standard is to implement the opinions of the State Council on strengthening the key work of environmental protection, the guiding opinions on promoting the joint prevention and control of air pollution to improve regional air quality, and the working requirements of the 12th Five Year Plan for the comprehensive prevention and control of heavy metal pollution to improve the air quality standard and its evaluation system, strengthen the control of air pollution, and improve the ambient air quality
implementing the ambient air quality standard is an inevitable requirement to meet public needs and improve the credibility of the government. The technical regulations on ambient air quality index (AQI) (Trial Implementation) implemented simultaneously with the new standard increases the pollutant factor of environmental quality assessment, which can better represent the status of China's ambient air quality and reflect the current situation of compound air pollution; Adjusted the expression of index classification, improved the release method of air quality index, which is conducive to improving the scientific level of ambient air quality evaluation, better providing health guidance to the public, and strive to eliminate the phenomenon that the subjective perception of the public is not completely consistent with the monitoring and evaluation results
II. Implement the newly revised ambient air quality standard by stages
there are great differences in air pollution characteristics, economic development level and environmental management requirements in different regions of China, and the new index monitoring needs to carry out figure: I) a series of preparatory work such as the installation of filling structure instrument equipment, data quality control and professional training in various 3D print tubes. (I) time requirements for the implementation of the new standard by stages
2012, Beijing Tianjin Hebei, Yangtze River Delta, Pearl River Delta and other key regions, as well as municipalities directly under the central government and provincial capital cities
in 2013, 113 key environmental protection cities and national environmental protection model cities
in 2015, all cities above prefecture level
on January 1st, 2016, the new standard was implemented nationwide
(II) the people's governments of all provinces, autonomous regions and municipalities directly under the central government are encouraged to implement the new standards before the above specified time requirements according to the actual situation and the needs of local environmental protection
(III) areas with good economic and technological foundation and prominent compound air pollution, such as Beijing Tianjin Hebei, Yangtze River Delta, Pearl River Delta and other key areas, should take the lead in implementing the new ambient air quality standards, make the monitoring results consistent with the feelings of the people, and strive to be in line with international standards as soon as possible
III. vigorously promote the prevention and control of air pollution and constantly improve the ambient air quality
at present, the situation of air pollution in China is very serious, which is highlighted by the large amount of air pollutants, the high concentration of air environmental pollutants, and the serious regional air composite pollution. Implementing ambient air quality standards, carrying out monitoring and publishing data are only the first steps to solve atmospheric environmental problems. We must vigorously promote the prevention and control of air pollution and take practical measures to improve air quality. In the near future, the environmental protection department should actively cooperate with relevant departments and focus on the following work:
(I) carry out scientific research and formulate compliance plans. On the basis of monitoring and information release, organize forces to carry out scientific research related to emission reduction as soon as possible, find out the rules, clarify the emission list and control countermeasures, conduct scientific, systematic and in-depth research on the ways and stage objectives of air quality improvement and the corresponding control engineering technology, explore the establishment of the atmospheric environment quality prediction system under the jurisdiction, and gradually form the risk information research, judgment and early warning ability, Further strengthen the scientific and technological support for air pollution prevention and control. Key cities for the prevention and control of air pollution that fail to meet the ambient air quality standards should formulate plans to meet the standards and submit them to the higher authorities for approval and implementation
(II) raise the threshold of environmental access. Strictly control the access of new projects, and strictly control the excessive growth and product export of "two high and one capital" projects and industries with overcapacity. Strengthen the environmental impact assessment of regional industrial development planning, and strictly control the expansion of capacity projects in industries with excess capacity, such as steel, cement, flat glass, traditional coal chemical industry, polysilicon, electrolytic aluminum, shipbuilding, etc
(III) carry out in-depth joint prevention and control of air pollution in key areas. We will implement air pollution prevention and control plans in key areas such as Beijing Tianjin Hebei, the Yangtze River Delta and the Pearl River Delta, strengthen industrial adjustment, and speed up the elimination of backward production capacity. We will actively promote clean energy and carry out pilot projects to control the total amount of coal consumption. We will implement coordinated control of multiple pollutants, formulate and implement stricter emission limits for air pollutants in key industries such as thermal power, steel and petrochemical, and vigorously reduce the total emissions of sulfur dioxide, nitrogen oxides, particulate matter and volatile organic compounds
(IV) effectively strengthen the prevention and control of motor vehicle pollution. We should adopt economic regulation means of both incentives and constraints, accelerate the synchronization of vehicle fuel quality and the implementation of vehicle emission standards, and improve the cleanliness of vehicle fuel. Fully implement the fourth phase of vehicle emission standards, and encourage key areas to implement the fifth phase of emission standards in advance. We will comprehensively implement the management of environmental protection signs for motor vehicles, speed up the elimination of "yellow standard vehicles", and basically eliminate "yellow standard vehicles" registered and operated before 2005 by 2015. Strengthen the capacity-building of environmental protection supervision of motor vehicles, strengthen the supervision of environmental protection inspection institutions for in use vehicles, and comprehensively improve the level of motor vehicle emission control
(V) establish and improve the air pollution monitoring report and early warning system under extremely adverse meteorological conditions. Environmental protection departments in cities above the prefecture level should carry out ambient air monitoring results and real-time reporting in accordance with the technical regulations on ambient air quality index (AQI) (Trial), provide health guidance to the public and guide local residents to make reasonable arrangements for travel and life. In combination with the local actual situation, study and formulate the early warning emergency plan for air pollution prevention and control, build a regional emergency system, timely start the emergency mechanism in case of heavy pollution weather, implement emergency measures such as limiting the production and emission of key emission sources, stopping earthwork operations at construction sites, and restricting the traffic of motor vehicles, and put forward suggestions on protective measures to the public
all localities should make preparations for the implementation of the new standard as soon as possible. The PLC touch screen control, sampling, display and other structural components should be implemented on schedule, and the implementation situation should be reported to our department in time
